Rules and Regulations


Horseracing Integrity and Safety Authority (HISA)

Oversees national, uniform integrity and safety rules for Thoroughbred racing in the U.S. Learn more about the regulations and enforcement


Horseracing Integrity & Welfare Unit (HIWU)

Established by Drug Free Sport International (DFSI) to administer the rules and enforcement mechanisms of the Horseracing Integrity and Safety Authority’s (HISA) Anti-Doping and Medication Control (ADMC) Program.

The Jockey Club Safety Net Foundation 

The Jockey Club Safety Net Foundation is a charitable trust which provides, on a confidential basis, financial relief and assistance to needy members of the Thoroughbred industry and their families.


Thoroughbred Aftercare Alliance (TAA)

Accredits, inspects, and awards grants to approved aftercare organizations to retrain, retire, and rehome Thoroughbreds using industry-wide funding. View a list of Thoroughbred aftercare organizations accredited by the TAA.


Thoroughbred Charities of America (TCA)

TCA provides grants to approved nonprofit organizations that work to support Thoroughbreds and the people who care for them.


Professional Trade Associations

American Association of Equine Practitioners (AAEP)

The AAEP represents nearly 9,300 veterinarians and veterinary students in 61 countries. This covers a broad range of equine disciplines, breeds, and associations. The AAEP's mission is to improve the health and welfare of the horse, to further the professional development of its members, and to provide resources and leadership for the benefit of the equine industry.


National Horsemen’s Benevolent and Protective Association (NHBPA)

The NHBPA operates on behalf of Thoroughbred racehorse owners, trainers, and backstretch personnel throughout the United States and Canada. It seeks to encourage the highest standards of horsemanship and facilitate guidelines to improve the health and safety of the horse, support nationwide uniform rules that promote safety and integrity in racing, and provide general benevolence and other programs for affiliates and members. 


Thoroughbred Horsemen’s Association (THA)

THA member organizations in Delaware, Illinois, Maryland, New Jersey, New York, and Pennsylvania include more than 20,000 owners and trainers, and are devoted to ensuring the health and welfare of equine athletes and their riders. They support and promote uniform medication regulations, safety, welfare, and benevolence programs, and policies designed to ensure a level playing field for participants and the integrity of the sport.
